In the French legal system, there is very little scope for the exercise of substitute powers. This is the consequence of a secular event that saw the affirmation, within a traditionally centralized administrative culture, of a political culture of recognition of territorial identities. The result has been the definition of relations between State and local authorities in terms of a guardianship control that, due to its characteristics, prevents a broad recognition of substitutive powers.

Abstract
