The seminal idea on which this paper is based on, is a new multidisciplinary perspective (merging the Eu Administrative Law and the Sociology) of the relations between the European institutions and the national administrations, starting from the EU principles that should guide the administrative process in the Member States of the EU. Hence, through the lens of the strict relationship between citizens and institutions, it emerges that still many efforts shall be made as to ensure that administrative activity would be developed as co-administration at various levels: i.e. an activity requiring cooperation not only between different bodies, but also between bodies and citizens. All of them, acting individually or collectively, could show different interests that potentially deserve protection. In order to steer institutional and organizational change, it is fair that the EU institutions do not demand to modify rules and processes in a top down manner; they would rather be able to respond to great challenges facing the relationship between citizens and administrations. Thus, promoting and implementing a new way for collaboration and mutual accountability would be encouraged.
