Focusing on a trial for harassment moved on 19th July 1566 against two collectors of the Commune of Vercelli by Giovanni Maria Cesa (an outlander who had come to the Piedmontese town to practise an inn, under the tax exemptions laid down in an edict enacted the previous year by the Duke of Savoy), this essay considers some legal, fiscal and social problems related to the reception and the integration of foreign workers into a Sabaudian urban society existing a few years after the Peace of Cateau-Cambrésis. Moreover, it analyses the practical implementation, in a local court, of the dispositions of Civil procedure introduced by Emmanuel Philibert’s Ordini Nuovi in materia civile.
