This paper offers some reflections on administrative law dedicated to the field of cybersecurity. After reconstructing the European and national discipline of institutional actors operating in this area, in particular the ENISA and the Italian "Agenzia per la Cybersicurezza Nazionale", the paper investigates the relationship between these two bodies. In the conclusion, the analysis highlights the need for a cybersecurity model characterized by broader participation of non-institutional actors, also with the benefit of more institutional sustainability.

Abstract
